Independent Chairman for the Mineral Resource Authority (MRA)

The Mineral Resources Authority (MRA) is seeking an Independent Chairman.

Functions of the MRA:

  • Advise Minister on matters relating to management, ex­ploitation, and development of PNG mineral resources in Papua New Guinea
  • Oversee administration and enforcement of Mining Act 1992, Mining Safety Act (chapter 195A), Mining De­velopment Act,  Ok Tedi Acts and Bougainville Copper Agreement Act (whose responsibility is now with the Bougainville government)
  • Promote orderly exploration and development of PNG mineral resources; and administer & manage all exploration and mining tenements in PNG
  • Negotiate mining development contracts and MOAs; provide liaison & facilitate meetings  between stakeholders of specific exploration and mining projects
  • Conduct geo-scientific investigations into PNG geological resources; and promote these resources to potential investors and developers
  • Provide small-scale mining services

Functions of the Board and Chairperson:

The objective of the Board and the Executive Management Team of MRA is to provide strategic direction and satisfy the government, all stakeholders and customers by providing appropriate advice on Mining, Mineral Exploration and Extractive regulations in Papua New Guinea. In order for MRA to achieve its business objectives and goals, the Board and Executive Management ensure that all Executive Managers’ have a Business Performance Plan for their divisions measured by one of the critical success factors.

The chairperson of the board will be charged with leadership and strategic support to the MRA executive management in delivering its mandates.

Required Qualifications:

The suitable candidate should possess the relevant qualifications and experience with the minimum requirements set out in the position as follows:

  • Master’s Degree from a recognised international or PNG Tertiary Institution
  • Minimum of 10 years of working experience in the mining sector and serving as a Board Director or Chairman on other Boards.
  • Member of the PNG Institute of Directors (PNGID) or Australian Institute of Company Directors (AICD).
  • Sound knowledge of the Director’s duties and responsibilities of the role of the Board.
  • Sound knowledge of good governance practices and due diligence in the Public Service and Corporate Sector
  • Demonstrate ability to analyse and interpret financial information and reports
  • Experience or expertise in matters relevant to the functions of the Authority Including Mining, mineral exploration, financial management, corporate governance, accounting or law; and
  • Excellent communication and people management skills and can work effectively and collaboratively with the Board and Management of the Authority

  2. Police clearance obtained from the National Criminal Records and Intelligence Office (must be up to date and acquired within the last six months)
  3. Medical clearance obtained from recognised medical practitioners authorised by the Secretary for the Department of Health
  4. Three (3) character references and three (3) professional references from previous employers confirming managerial competence and achievements (references must be from within the last two years)
